you can change anytime you wish by getting more faction of the other side (take bounties, do challenge missions, turn in quests, etc).

beside getting more kurzick you can also get less luxon. You do that by buying shards (or scrolls to the deep) at a luxon scavenger in Cavalon. Do that to drop your luxon to almost zero and if you still don't have more kurzick points do some kurzick activity's like mentioned above

If you have 20k luxon and 2k kurzick and want to be able to talk to kuzick controlled npcs, then it is probably faster to just turn in all your luxon points, then go out and get a kurzick bounty and kill something. FYI, just because your guild is set to Kurzick or Luxon doesn't affect your ability to play PVE. Your guild's alliance mostly controls how easy it is to increase your title rank in either faction (if they are kurzick you can't donate your luxon points to your guild/alliance and have to buy skills or Jade, Jade is a one to one increase in the title vs. supporting your alliance gives you double title points; skills give double title points too, but there are only ten skills per allegiance.) |

Your toon is never Kurzick or Luxon - only your Guild is. As stated above, you can have various amounts of Kurzick or Luxon faction, which will affect who will talk to you where, but you can do either side with any amount of faction.
If you start a character in Prophecies, they are 'Tyrian', if you start in Factions, they are 'Canthan', and if you start in Nightfall, they are 'Elonian'. You never 'become' Kurzick or Luxon, you only get 'allied' with one side or the other, and in the greater scope of the game, the alliance is only temporary.
